School Choice and SES (Supplemental Education Services)


School Choice

In January 2002, the United States Congress passes the No Child Left Behind (NCLB) law.  NCLB requires the state, school districts, and individual schools to meet specific achievement targets in math and reading.  All students must meet these targets, including “subgroups” such as major ethnic groups, special education students, ESL (English as a Second Language) students and ED (Economically Disadvantaged) students.  The district must also meet targets for participation in the PSSA tests, and also in graduation rates.  Collectively, these targets are know as Adequate Yearly Progress (AYP).


Section 1116 of NCLB requires Title I schools that do not make AYP for two consecutive years to offer School Choice. Districts are also required to post school choice participation on their district website.  Below you will find the data on both School Choice participation and SES (Supplemental Education Services) participation.


SES (Supplemental Education Services)

Under NCLB, students who attend a school that is not making AYP for two consecutive years, and who have chosen to remain in that school, are offered SES (Supplemental Education Services).  SES tutoring is provided at no cost to low-income students who opt our of school choice.  The William Penn School District has a successful record of working with SES providers to ensure that all students who qualify are afforded the opportunity for SES.  NCLB requires districts  to post data on SES participation on their websites.  Below you will find the data on both School Choice participation  and SES participation.
